Skies were clear, and the temperature was <br />approximately 40 degrees F, but strong, gusty winds were coming out of the north. <br />The area has not received any measurable snowfall since the first half of December. Snow had <br />melted from all but the shaded areas or north - facing slopes. Ground conditions were becoming <br />dry. <br />Wade Waymore, Surface Foreman, was available to escort me throughout the inspection of the <br />King I and King 11 surface facilities. <br />Haul trucks waiting to be loaded with coal were lined up the entire length of the King II haul <br />road and out onto County Road 120. <br />PERMITTING UPDATE: <br />TR -20 seeks the development of a coal mine waste disposal area against the highwall at King I. <br />The Division issued a preliminary adequacy review on Nov. 29, 2013. The Decision Date is <br />currently Jan. 31, 2014. An additional 30 -day extension should be requested later this month, if <br />needed. <br />TR -21 seeks the drilling of four exploration holes within the permit boundary of the King II <br />Mine. The Division deemed the application incomplete on Sep. 6, 2013. A request to withdraw <br />the application was received on Jan. 14, 2014; a new application will be submitted at a later date. <br />Reports: Tom Bird submitted a number of reports to the Division on Jan. 14, 2014: 4th Qtr <br />2014 P.E. inspection, pond inspections, DMRs, well data, and subsidence. Also submitted were <br />the 2013 Annual Reclamation Reports for King I and King 11. <br />HYDROLOGIC BALANCE - Rule 4.05 <br />Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures <br />4.05.7, 4.05.10; Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; <br />Surface Water Monitoring 4.05.13; Drainage — Acid and Toxic Materials 4.05.8; Impoundments <br />4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br />The East and West sediment ponds at King I were covered with ice. The elevation did not <br />appear to have changed since the previous inspection. <br />
