building, leaving only enough space for pedestrian and small equipment <br />traffic. The coal pile will not be allowed to stack up against the <br />• screen thereby allowing for proper wind flow through it, 3) The pile will <br />be stabilized using larger chunks of coal to finish the top of the pile <br />whenever possible, and, 4) a water hose will be used as 'necessary to <br />maintain the coal pile's surface moisture content at about 108 to control <br />dust. <br />Since the coal surge pile is the most difficult of the fugitive dust <br />sources to control, alternatives were explored as well. The Somerset <br />Mining Company has recently acquired additional coal supplies in the <br />area. As part of the development of these coal supplies, a coal storage <br />area will be maintained approximately 4000 feet east of the current surge <br />pile; this storage area will be connected to the silo via a conveyor <br />belt. This area has the possibility of serving as a surge pile area for <br />the silo. It is proposed that as this storage area is developed, the <br />possibility of locating a surge pile here will be explored. If such a <br />location can be identified, the current surge pile will be abandoned, <br />reclaimed and used as a vehicle parking area. <br />SCHEDULE FOR COMPLETION <br />• The chemical stabilization and watering program for the coal haul road <br />will be initiated as soon as possible. A program will be in place within <br />the next 30 days. The truck "bump" will be installed within the next 60 <br />days. The truck loading ramp has already been installed and the <br />additional operator training will occur within the next 7 to 10 days. <br />The installation of the spray bars on the surge pile bin, crusher, <br />screen, and transfer points will be completed as soon as contracts can <br />be completed and the installation done. The anticipated schedule would <br />have this work completed before the end of the summer (1991). <br />The top of the silo has already been shrouded for dust control. <br />The wind break for the surge pile will be installed as soon as <br />possible, but prior to July 1, 1991. There is already water available <br />to the surge pile area so watering of the pile can start immediately. <br />If space can be located at the new storage location the surge pile <br />will be relocated by the fall of 1993. The development of the additional <br />coal supply to the east could take this long to begin operation. <br />• 4 <br />
