J <br />CRUSHER, SCREEN AND TRANSFER POINTS <br />MITIGATION PROCEDURES <br />Each source of dust from these operations will be equipped with water <br />spray bars. This will include the crusher and its associated transfer <br />points, including the surge pile transfer point. <br />SURGE PILE <br />The surge pile is necessary since the silo holds only 8,500 tons of <br />coal whereas a typical train may accommodate over 10,000 tons; additional <br />coal must therefore be transported into the silo during the train loading <br />activities. A front end loader delivers coal from the surge pile to a <br />storage bin; from here a conveyor belt connects it to the silo loading <br />conveyor belt. This operation has several possibilities for generating <br />fugitive dust: 1) the activities of the front end loader moving around <br />on the coal pile, 2) the dumping of the coal into the bin, and 3) the <br />possibility of wind blown dust from the exposed surface. <br />MITIGATION PROCEDURES <br />The coal loading bin will be equipped with water sprays to control the <br />dust generated by loading coal from the front end loader. The front end <br />loader will use good housekeeping practices such as limiting the drop <br />height, maintaining the storage area in a neat and clean condition, and <br />minimizing the horizontal size of the surge pile. <br />Several mitigating measures will be used to control the fugitive wind <br />blown dust from the surge pile: 1) Proper scheduling will be used to <br />minimize the size of the pile, 2) A wind screen will be installed to the <br />east of the pile to break the wind patterns. This wind screen will <br />extend several feet to the south of the pile to minimize edge effects of <br />the screen. The north end of the screen will extend to the existing <br />W3 <br />The coal is <br />transported to the <br />crusher <br />by a partially underground <br />conveyor belt. <br />The coal is loaded <br />into the crusher and after crushing <br />is then transported either directly <br />to the <br />silo or to an outside surge <br />pile.
