Clarifying language in the <br />"Placement and Compaction" portion of the permit would be beneficial. Also, Buckhorn <br />may wish to provide an updated discussion of moisture content requirements / <br />recommendations with any response generated for Item 1, above. <br />3. On Page 3 of Volume XI, please insert an entry for "Height: 124 feet" after "Slopes:" <br />4. The revised Volume XI text includes pages 1 thru 4 and 5 thru 11. However, the current <br />permit also includes pages 4a and 4b between pages 4 and 5. It is not clear, from this <br />application, whether those pages are intended for retention under TR -84. Please clarify. <br />5. Paragraph 2 of the Inspection section, on page 9 of Volume XI, refers to underdrains <br />being covered with "excess spoil ". A term such as "coverfill" may be more accurate <br />here? Please review and revise, if appropriate. <br />6. The Stability Analysis section on Page 11 of Volume XI refers to a Buckhorn report <br />dated 26- Oct -2006, as does Buckhom's 29- Max -2007 report that was approved under TR- <br />45. I am unable to find a copy of the 2006 report among the Division's records. Was this <br />report officially approved under a specific revision? If it is not currently in the permit, <br />this should be remedied. <br />7. Figure I of Volume XI has been revised to show the proposed reconfiguration of <br />CMWDA 43 and proposed changes to topsoil storage. My only comment on this map is <br />that the Title could be revised to indicate that this map is for CMWDA No. 3. Other than <br />the fact that this map resides in Volume XI, there is nothing to identify it as such. <br />Volume I <br />1. Stover's application cover letter indicates that Volume XI (CMWDA #3) is being <br />modified to follow the format of Volume IX (CMWDA #2), which will be extremely <br />helpful. Currently the Stability Analysis reports in Volume XI (Table of Contents) are <br />presented as Appendix A. I suggest that this format be revised to conform to that used in <br />Volume XI, wherein the Stability Analyses are listed 'individually, and precede the <br />Appendices. <br />2. The Engineer's Certificate at the front of Volume XI is dated Oct -2006. Please provide <br />an updated certificate which includes any information incorporated in later revisions, <br />including TR 84. <br />3. Page 2.05 -12 has been revised with this application. Section 5 — "Gob Piles" could be <br />further enhanced by dedicating one paragraph to each Gob Pile - #1, 42, #4 and #3. <br />Currently, the information on Gob Pile #2 is divided among that for #1 and 44. <br />Additionally, in the first paragraph, the word "existing" is used to refer to #1, and 92 is <br />termed "new ". At this date, those terms are confusing and could be revised. <br />
