December 18, 2013 C-1992-080/Carbon Junction Mine MLT <br /> • In November, Oakridge's reclamation contractor, C & J Rock Products, accomplished work <br /> in the Upper Carbon Junction Channel. The work was required to abate CV-2013-005; <br /> designs were approved under TR-17. <br /> • The temporary diversion berm was removed, the slope on the southern side of the drainage <br /> was regraded, the un-named tributary was realigned and lined with riprap, and the gradient of <br /> the main channel was improved. <br /> ROADS —Rule 4.03 <br /> Construction 4.03.1(3) /4.03.2(3); Drainage 4.03.1(4)/4.03.2(4); Surfacing and Maintenance <br /> 4.03.1(5) and (6)/4.03.2(5) and (6); Reclamation 4.03.1(7)/4.03.2(7): <br /> • The main, paved Haul Road has been approved for retention as a permanent feature at the <br /> request of the landowner, Oakridge. <br /> • Within the RN-04 review process, Oakridge has also requested retention of the Light Use <br /> Road constructed to access Well B10. <br /> • During the Division's 30-Sep-2013 inspection, severe erosion to the North Pit Haul Road <br /> was observed. Repair work was initiated by the operator following completion of the Upper <br /> Carbon Junction Channel project. Based on the aerial photos, it appears that those repairs <br /> were completed, and that eroded cobble material was returned to the roadbed. A series of <br /> water bars have been installed in the roadway hillside ditch to slow the velocity of any <br /> runoff. <br /> TOPSOIL—Rule 4.06 <br /> Removal 4.06.2; Substitute Materials 4.06.4(4); Storage and Protection 4.06.3; Redistribution <br /> 4.06.4: <br /> • Topsoil Stockpile #7, which has been approved for retention as a permanent feature, <br /> appeared to be well vegetated and stable. <br /> ENFORCEMENT ACTIONS/COMPLIANCE <br /> No enforcement actions were issued as a result of this inspection, and none are pending. <br /> Notice of Violation CV-2013-005 was terminated on 19-Nov-2013. <br /> Number of Partial Inspection this Fiscal Year: 3 <br /> Number of Complete Inspections this Fiscal Year: 2 Page 3 of 8 <br />
