December 18,2013 C-1994-082/Yoast Mine JHB <br /> on Exhibit 13-13.Runoff from the south end of the regraded area will drain to this location. A ditch has been <br /> established at the west side of the excess material slope. This excess material is a result of the County <br /> construction project. Runoff from the excess material slope will drain to the north. A culvert is established on the <br /> northern extent of the bond release block that drains under the county road. All areas within the bond release <br /> block will drain away from the county road. <br /> ROADS—Rule 4.03 Construction 4.03.1(3)/4.03.2(3) Drainage 4.03.1(4)/4.03.2(4) Surfacing and <br /> Maintenance4.03.1(5) and(6)/4.03.2(5) and(6) Reclamation 4.03.1(7)/4.03.2(7): <br /> All drainage is away from the county road. Routt County retains control of 1.97 acres of this bond release <br /> block,for the Rout County Road No. 27 and the applicable right-of-way. Routt County representative,Mike <br /> Mordi confirmed that the roundabout establishment and subsequent revegetation of the slopes was in accordance <br /> with the County requirements. <br /> RECLAMATION SUCCESS -Rule 4.15,Rule 3: <br /> The bond release block has been reclaimed in accordance with the approved plan. No concerns were <br /> identified. <br /> REVEGETATION—Rule 4.15 Vegetative Cover;Timing: <br /> Vegetation was not observable due to late season and snow cover. Remnant forb stems could be observed <br /> protruding through the snow on the reclaimed slopes. Mr.Mordi of Routt County stated that the Couny's <br /> observations this past fall found the vegetative cover was 70%. Mr. Mordi offered to send a copy of the County's <br /> observation. <br /> The post-mining land use is Industrial/Commercial. No erosional features were identified on the graded slopes. <br /> SLIDES and DAMAGE -Rule 4.12: <br /> There was no evidence of rill or gully formation on the graded outslopes or on the inslopes of the stock <br /> tank.
