The focus of this inspection was <br /> to observe a 6.25 acre area requested for Phase I,II, and Final bond release in Bond Release application SL5. <br /> Landowners,Federal and County agencies were notified by certified mail of the inspection date and time. <br /> Attendees at the bond release inspection included: <br /> Jennifer Maiolo,BLM-Little Snake Resource Area,Dan McKinnon-OSM-Denver Field Division,Mike Mordi- <br /> Routt County Road and Bridge Department,Jay James and Katryna Snowden-Seneca Coal Company. <br /> The weater was mild and partly cloudy. There was a thin snowpack over the site. The post-mining land use for <br /> the entire 6.25 acre area subject to the bond release request is commercial/Industrial. <br /> BACKFILL and GRADING—Rule 4.14 Contemporaneous Reclamation 4.14.1;Approximate Original Contour <br /> 4.14.2; Highwall Elimination 4.14.1(2)(f); Steep Slopes 4.14.2,4.27; Handling of Acid and Toxic Materials <br /> 4.14.3; Stabilization of Rills and Gullies 4.14.6: <br /> Construction of a traffic roundabout at the intersection of Routt County Road No. 27 and Routt County <br /> Road No. 27A was conducted in 2013 under the direction of Routt County. During the bond release inspection, <br /> Mike Mordi of Routt County said that the work had been completed in accordance with the County's design. <br /> The outslopes and contours on the regraded area agree with the post-mining contours approved in the Yoast <br /> permit. <br /> HYDROLOGIC BALANCE -Rule 4.05 Drainage Control 4.05.1,4.05.2,4.05.3; Siltation Structures 4.05.5, <br /> 4.05.6; Discharge Structures 4.05.7,4.05.10; Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water <br /> Monitoring 4.05.13; Surface Water Monitoring 4.05.13; Drainage —Acid and Toxic Materials 4.05.8; <br /> Impoundments 4.05.6,4.05.9; Stream Buffer Zones 4.05.18: <br /> The slopes have been graded to drain runoff away from the county road. A small stock tank is located at <br /> the south end of the bond release parcel.
