Brian Watterson of Twentymile Coal <br /> accompanied the inspection. The weather was clear and the mine site was snow covered at the time of the <br /> inspection. This inspection focused on approved activities associated with the Refuse Disposal Areas and <br /> maintenance items identified during past inspections. One coal train was in the process of loading during the <br /> inspection with another arriving at the conclusion of the inspection. <br /> HYDROLOGIC BALANCE -Rule 4.05 <br /> Drainage Control 4.05.1,4.05.2,4.05.3; Siltation Structures 4.05.5,4.05.6; Discharge Structures 4.05.7,4.05.10; <br /> Diversions 4.05.4;Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water Monitoring 4.05.13; <br /> Drainage —Acid and Toxic Materials 4.05.8;Impoundments 4.05.6,4.05.9; Stream Buffer Zones 4.05.18: <br /> Items identified since the August 2013 and October 2013 Coal Complete Inspections that had not been addressed <br /> as of the November 2013 inspection include the following: <br /> - The unidentified culvert along the 6MN access road which remained blocked at the outlet as of the November <br /> inspection had been addressed. The outlet was snow covered;however evidence of clearing was noted at the <br /> outlet. <br /> - The culvert under the access road to the County Road 27 rock dust tank was blocked at the outlet and required <br /> maintenance. The outlet to this culvert was snow-covered;however evidence of cleaning was identified during the <br /> inspection. <br /> GENERAL MINE PLAN COMPLIANCE: <br /> The Foidel Creek Mine completed a longwall miner move from the 13 LT Panel to the 12 LT Panel. Recent <br /> permitted activities include the construction of the EMD water monitoring boreholes permitted with MR268. <br /> Ongoing permitting includes MR269 and 270 coal coreholes and MR273 2RT thickener borehole. These revisions <br /> have not yet been approved and work on-site has not begun. The longwall is currently crosscut 60 of Panel 12LT. <br /> PROCESSING WASTE/COAL MINE WASTE PILES—Rule 4.10 and 4.11 <br /> Drainage Control; Surface Stabilization;Placement: <br /> Refuse material continues to be placed in the RDA expansion area. Material was in the process of placement at <br /> the time of the inspection. The RDA was snow-covered in areas not being used for stock-piling. The refuse <br /> material had not yet reached the head of the under-drain of the RDA.
