would increase their capacity. Otherwise they appear to have been lined and stabilized in <br />accordance with the design. <br />In summary all channels meet the minimum design criteria, and many of the channels were <br />overbuilt with regard to size (bottom width and side slopes), and riprap requirements. Annual <br />maintenance will be necessary to promote further stabilization in certain locations; the Division <br />will retain the appropriate performance bond for ongoing maintenance of the channels in the <br />proposed bond release area. <br />Permanent Roads <br />SCC requested the following roads to be included in the SL -4 bond release area: County Road <br />53C (Mine Entrance Haul Road and Oil Well Access Road), Haul Roads A, J, and K. During the <br />June 4, 2013 bond release inspection and the May 14 and 15, 2013 site inspection, the Division <br />verified that these roads were configured in accordance with the approved reclamation plan. <br />Along each road the Division took several measurements to verify the roads were constructed in <br />accordance with the approved configuration in terms of width and grade. The width of each road <br />was measured with a tape measure and the grade was checked with an inclinometer. Exhibit No. <br />20 -3 in the permit depicts the approved post mine road profile and configurations for these roads. <br />Details of the Division's findings can be found in the above mentioned inspection reports. <br />Overall each road appeared to be configured in accordance with the approved reclamation plan. <br />All of the roads were graded and maintained and each of them was draining properly. Culvert J2 <br />was cited as a problem in the Division's May 14 and 15, 2013 inspection report. It did not <br />appear the culvert was the proper diameter. However, this culvert was removed and a properly <br />sized culvert was installed (Culvert J2A) in accordance with the approved permit. <br />Permanent Facilities <br />Facilities approved for permanent retention and included within the SL -4 application are the <br />Vehicle Maintenance Shop and yard, water well house and the remaining power lines. Exhibit B <br />of the SL -4 application shows the location of these facilities. All required documentation to <br />support the retention of these facilities has been provided within Attachment 20 -2 of the permit. <br />Accordingly, the Division is proposing to release bond for the removal of the Vehicle <br />Maintenance Shop and yard, Well House, power lines, and all fencing within the permit <br />boundary. <br />Permanent Impoundments <br />As indicated above, the following impoundments were included in the SL -4 bond release <br />request: sediment ponds 005, 006, 009, 015, 016 and 017; stock ponds T -2, 3, 5, 18, 20, 22, 24, <br />26 and 27. The Division reviewed the permit to determine if the required documentation was <br />included in the permit for each impoundment to remain as a permanent feature in order to <br />comply with Rule 4.05.9(13). This documentation can be found in Tab 20, Attachments 20 -2.1 <br />and 20 -2.2 the permit. SCC has not supplied the documentation required from the SEO in order <br />Page 15 of 18 <br />
