December 12, 2013 C-1996-083/13owie No. 2 Mine SLB <br /> roadway. <br /> PROCESSING WASTE/COAL MINE WASTE PILES —Rule 4.10 and 4.11❑ Drainage Control; Surface <br /> Stabilization; Placement: <br /> Refuse was being placed in the Gob Pile 43 area. Wet material was being mixed with excavated subsoil to <br /> achieve proper moisture levels for compaction. The subsoil and refuse mix was being graded by a dozer;there <br /> was no compactor operating at the time of the inspection. The maximum capacity for end-dumped material had <br /> been reached in the designated drying area,prompting the operator to begin compaction efforts. <br /> Excavation of cover material was under way at Gob Pile 43. The area has been excavated about 25-30' below <br /> original grade. At the time of the inspection, all of the material being excavated was being mixed with gob <br /> material for compaction on the west end of the pile. <br /> End dumped material has been left idle on Gob Pile 42. The tops of the end-dumped material have been leveled <br /> off,and trenches were excavated through the material to ensure drainage. The operator indicated that the material <br /> would be graded and compacted as weather conditions allow. The operator is currently working to submit a <br /> revision to the permit application to designate certain portions of Gob Pile 42 as drying areas. <br /> The last DRMS inspection identified three temporary culverts on the gob pile that needed to be addressed in the <br /> permit application. The operator reported that one temporary culvert had been removed, another replaced with a <br /> larger culvert, and the third left in place. The permit application will need to be revised to include documentation <br /> and design information for the two remaining culverts. <br /> ROADS—Rule 4.0311 Construction 4.03.1(3)/4.03.2(3)❑ Drainage 4.03.l(4)/4.03.2(4)11 Surfacing and <br /> Maintenance4.03.1(5) and(6)/4.03.2(5) and (6)❑ Reclamation 4.03.l(7)/4.03.2(7): <br /> Roads and road ditches were in good condition. There was a nominal amount of material that had been <br /> tracked across Bowie Road,between the wash plant north of Bowie Road and Gob Pile 43 on the south side and <br /> was frozen in place. It was not creating dust,nor was it a hazard to travel on Bowie Road. <br /> ENFORCEMENT ACTIONS/COMPLIANCE <br /> No enforcement actions were initiated as a result of this inspection,nor are any pending. <br /> Number of Partial Inspection this Fiscal Year: 7 <br /> Number of Complete Inspections this Fiscal Year: 2 <br /> Page 3 of 5 <br />
