Bill Bear of
Bowie Resources, LLC was present during the inspection. Weather conditions were sunny and cold, 18 degrees;
there was approximately 10"of snow on the ground.
Coal was being mined from the B Seam, in Panel 13. Refuse was being placed and compacted in Gob Pile 43.
Refuse material had been end dumped on Gob Pile 42,but the area was inactive at the time of the inspection. The
operator reported that an increased percentage of fine material from the wash plant has been able to pass through
to the finished product,greatly reducing the amount of wet fine material being transported to the gob piles.
AIR RESOURCE PROTECTION—Rule 4.17:
No fugitive dust emissions were observed during the inspection. Ground conditions did not require
watering to control dust.
FISH and WILDLIFE—Rule 4.18:
Several deer were observed along the main haul road.
HYDROLOGIC BALANCE -Rule 4.05 C Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5,
4.05.6; Discharge Structures 4.05.7, 4.05.10; Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water
Monitoring 4.05.13; Surface Water Monitoring 4.05.13; Drainage—Acid and Toxic Materials 4.05.8;
Impoundments 4.05.6, 4.05.9, Stream Buffer Zones 4.05.18:
Ponds B, C, D, F, and J held water, and were frozen and snow covered. The water level in Pond B was
about 3' below the emergency spillway, Pond D was about 1' below the discharge pipe, and Pond F was about 5'
below the emergency spillway. The operator indicated that Pond B would be dewatered in the next week, and
dewatering of Pond F would continue. Pond K appeared to be dry under the snow cover.
The "Undesigned Culvert"above Culvert D-C6 was clear at the time of the inspection,and had been recently
maintained. This culvert may be a good candidate for some sort of drop structure or wing wall addition to ensure
that drainage from the D portal yard and roadway is directed Culvert D-C6 and not over the outslope of the
Number of Partial Inspection this Fiscal Year: 7
Number of Complete Inspections this Fiscal Year: 2
Page 2 of 5
