C-1981-010 operated by Trapper Mining, Inc. I, <br /> Jared Ebert of the Colorado Division of Reclamation,Mining and Safety conducted the inspection. Mr. Graham <br /> Roberts with Trapper Mining accompanied me during the inspection. A recent snow storm moved through the <br /> area and the majority of the site was covered in powdery snow. The weather during the inspection was sunny. <br /> BACKFILL and GRADING—Rule 4.14; Contemporaneous Reclamation 4.14.1;Approximate Original Contour <br /> 4.14.2;Highwall Elimination 4.14.1(2)(f); Steep Slopes 4.14.2, 4.27;Handling of Acid and Toxic Materials <br /> 4.143; Stabilization of Rills and Gullies 4.14.6: <br /> Ash continues to be backfilled in the Ash Disposal Pit. At the time of the inspection a dozer was grading out the <br /> ash pile near the north end of the pit. <br /> The operator was concurrently backfilling the open pits. <br /> EXCESS SPOIL and DEVELOPMENT WASTE—Rule 4.09; Placement; Drainage Control; Surface Stabilization: <br /> Horse Gulch Fill was observed;the face of the fill and the drainage system was snow covered. Overall the fill <br /> appeared stable,not problems were observed. <br /> EXPLOSIVES—Rule 4.08; Distance Prohibitions 4.08.4;Warnings 4.08.4; Control of Adverse Effects 4.08.4: <br /> During the inspection a parting shot was fired. Trapper conducted all of the required signals prior to conducting <br /> the blast and closed off all of the access points until the all-clear announcement was made. <br /> FISH and WILDLIFE—Rule 4.18: <br /> A large herd of elk was observed near the Ash Disposal Pit and near the Oak Gulch ponds.
