STATE OF COLORADO
DIVISION OF RECLAMATION, MINING AND SAFETY
Department of Natural Resources
1313 Sherman St., Room 215
Denver, Colorado 80203
Phone: (303) 866 -3567
FAX: (303) 832 -8106
December 12, 2013
Jim Stover
J. E. Stover & Associates, INC.
2352 North 7th St., Unit B
Grand Junction, CO 81501
Re: North Thompson Creek Mine — Permit No. C- 1981 -025
Annual Hydrology Report Review
Dear Mr. Stover:
COLORADO
D I V I S I ON OF
RECLAMATION
MINING
SAFETY
John W. Hickenlooper
Governor
Mike King
Executive Director
Loretta E. Pineda
Director
The Division has completed its review of the 2012 Annual Hydrology Report (AHR) for the North
Thompson Creels Mine. The Division has the following questions regarding the AHR:
1. The water quality monitoring parameters for the upper and lower North Thompson Creels
are listed on page 3 -86 of the mining pennit. The parameters measured in Appendix 1 of
the 2012 AHR are not the same as those listed in the mining permit. It appears that the
measured parameters for the creek match those of the NPDES permit which are different.
Please explain why full suite samples were not performed and /or documented for the North
Thompson Creek in the 2012 AHR, as required by the approved permit application package
and Rules 4.05.13(2), (3), and (4).
2. On page 2 of the 2012 AHR, it states that there are two separate sources of discharge for the
No. 3 Mine. One is from a spring in the mine that is piped directly to the surface and the
second is the iron laden mine discharge. Please clarify the following:
a. Do the two discharges mix or are they discharged separately?
b. The iron laden water from the No. 3 Mine is directed to the treatment pond but it is
unclear if the `good quality spring water' is also directed to the treatment ponds.
Please clarify if the spring water is discharged to the surface or directed to the
treatment ponds.
c. The statement "good quality water was the source of the discharge from the No. 3
Mine, from 1986 through 1994" is contradictory to the next sentence that states "the
water level fluctuate from 1986 through 1994 but no water discharged directly from
the mine." Please clarify if the mine discharged water between 1986 and 1994.
Office of Office of
Mined Land Reclamation Denver • Grand Junction • Durango Active and Inactive Mines
