Ring Coal Mine (Permit No. C- 1981 -035) <br />Technical Revision No. 20 (TR -20) — Use of Coal Mine Waste as Highwall Backfill <br />Preliminary Adequacy Review <br />Dear Mr. Bird: <br />The Division has conducted a Preliminary Adequacy Review of GCC Energy, LLC's (GCC) <br />application for Technical Revision No. 20 (TR -20). TR-20 proposes the utilization of <br />development waste from the King II Mine as backfill for "pre -law" highwalls at the King I Mine. <br />The permit currently allows use of this material as backfill; TR -20 provides additional details <br />required by the Rules and proposes to modify the configuration from simple backfill to a coal <br />mine waste refuse pile. <br />Back round <br />The application for TR -20 was originally submitted on August 14, 2012, in fulfillment of <br />Abatement Step No. 1 of notice of violation number C1 -2012 -003, which reads as follows: <br />Submit a Technical Revision application to the permit which supports leaving all, or a <br />portion of, the Foal Mine Waste placed as backfill, in accordance with Rules 4.09.1, <br />4.09.2, 4.10, and 4.11; OR notify the Division that the Coal Mine Waste will be <br />removed from the backfilled area and placed on the approved Refuse Pile. <br />Included with the letter, application form and proposed public notice of the original application <br />were the following items: <br />• King I TOC page iii (revised); <br />• Section 2.05.3 page 2 (revised); <br />• Section 2.05.4 page 4 (revised); and <br />• Appendix 10(4) — "Geotechnical Engineering Recommendations for National King Coal I <br />Portal Mine Waste Repository" prepared by Trautner Geotech, LLC (new). <br />Office of Office of <br />Mined Land Reclamation Denver - Grand Junction • Durango Active and inactive Mines <br />
