The operator took care to build in some variability to the slope, which <br /> will result in a more natural appearance when the slope is vegetated. <br /> • Riprap was delivered to the site and used to line the un-named tributary as approved. Rock <br /> was also placed to stabilize the channel where the upstream end of the berm was removed in <br /> 2012. <br /> • The graded slopes were tracked by the bulldozer to stabilize and roughen them prior to <br /> seeding. <br /> • The channel bottom was subjected to some compaction by the construction equipment, so the <br /> contractor scarified the channel bottom using the teeth of the excavator bucket as he backed <br /> down the channel once the work had been completed. <br /> • The final work element was the construction of a riprapped berm to deflect flow from the <br /> upper channel into the permanent diversion. <br /> ROADS—Rule 4.03 <br /> Construction 4.031(3) /4.03.2(3); Drainage 4.03.1(4)/4.03.2(4); Surfacing and Maintenance <br /> 4.03.1(5) and (6)/4.03.2(5) and (6); Reclamation 4.03.1(7)/4.03.2(7): <br /> • Following the Carbon Junction channel repairs, the reclamation contractor commenced work <br /> on repairing the access road to the North Pit. (Erosion to the surface and ditches had <br /> occurred during the heavy rains this past September, as noted in the Division's September 30 <br /> inspection report.) <br /> RECLAMATION SUCCESS - Rule 4.15, Rule 3: <br /> • Areas of the permit reclaimed in 2006 appear to be stable and functioning as designed. The <br /> North Pit upper and lower slopes were inspected, and found to be well vegetated,with no <br /> problematic erosion or rilling observed. <br /> REVEGETATION—Rule 4.15 <br /> Vegetative Cover; Timing: <br /> • For the Carbon Junction project, the permit-approved seed mix was specified and provided. <br /> TOPSOIL—Rule 4.06 <br /> Removal 4.06.2; Substitute Materials 4.06.4(4); Storage and Protection 4.06.3; Redistribution <br /> 4.06.4: <br /> • The quality of the soil used to construct the temporary diversion berm appeared to be <br /> remarkably good. Now that that material has been redistributed across the graded slope <br /> south of the Upper Carbon Junction Channel, the Division is encouraged that revegetation of <br /> the slope will be successful. <br /> ENFORCEMENT ACTIONS/COMPLIANCE <br /> No enforcement actions were issued as a result of this inspection.
