The <br /> inspection included verification that repair and reclamation work within the Upper Carbon <br /> Junction drainage had been accomplished in accordance with TR-17 (and Abatement Steps 93 <br /> and 44 of CV-2013-005). Photos were taken throughout the repair work, between November 12 <br /> and 18, 2013 by Marcia Talvitie, of the Division.. Skies varied from clear to overcast throughout <br /> the course of the project, and temperatures ranged from warm to cool. <br /> AVAILABILITY OF RECORDS —Rule 5.02.4(1): <br /> • Permit records are available for review at the offices of Goff Engineering and Surveying, <br /> Inc., in Durango. A completed DRMS Availability of Records form is attached to this report. <br /> FISH and WILDLIFE—Rule 4.18: <br /> • Mule deer were sighted in the vicinity of the Carbon Junction project while the work was <br /> being conducted. <br /> HYDROLOGIC BALANCE - Rule 4.05 <br /> Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures <br /> 4.05.7, 4.05.10; Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; <br /> Surface Water Monitoring 4.05.13; Drainage—Acid and Toxic Materials 4.05.8; Impoundments <br /> 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br /> • TR-17 was issued on November 12, 2013, and construction of the approved modifications <br /> and improvements to the Upper Carbon Junction channel were initiated that day. Equipment <br /> mobilized to the site included an excavator, a bulldozer, and a front-end loader. <br /> • Work began at the downstream end of the diversion berm. The reclamation contractor <br /> excavated the fine sediment which had accumulated recently in the sump area upstream of <br /> the sediment fan, and placed it in the eroded gully behind the berm. A small bulldozer was <br /> then used to push the berm against the hillside to the south. <br /> • In the succeeding days, the work progressed upstream, with the dozer continuing to push the <br /> berm against the hillside.
