As shown in the attached runoff calculations by Hydro-Geo Consultants, <br />• Inc., peak flows from the fill outalopea would be 1.05 cfs (upstream or <br />north fill) and 3.7 cfs (downstream or south fill}. Flows from the <br />natural elopes to the fill perimeter drainages would contribute 0.05 cfs <br />or less. Runoff velocities over the treated (mulched, silt fencing, <br />erosion control mat, etc.), surface of the fill outslope and perimeter <br />drainages would be approximately 3 fps or less. No erosion would be <br />expected at this low flow velocity (less than 4 fps). <br />Upon abandonment, backfilling, and grading, the sedimentation pond would <br />remain to intercept runoff from the reclaimed mine bench cut, diversion <br />ditch and topsoil storage area. After topsoil was distributed over the <br />graded surface, the areas would be revegetated by hydroaeeding and <br />hydromulching techniques. CWI would construct soil dikes or other ponding <br />structures to the west of East Roatcap Creek to contain runoff from the <br />reclaimed areas not intercepted by the sedimentation pond. The ponding <br />structure and sedimentation pond would be removed and reclaimed after <br />vegetation has been established over the reclaimed mine bench and fill <br />areas. Reclamation efforts would be completed at the time of the year <br />with minimal precipitation. <br />Fill Outslope Inspection Procedures <br />Visual inspection of the fill outalopea for erosion concerns will be made <br />by a qualified inspector and directed and controlled by a qualified <br />professional engineer. The inspection form shall be used for inspection <br />and corrective measures noted. The inspection procedure is as follows: <br />A. The berms at the top of the fill will be inspected for possible <br />drainage down the outslope. Any breach in the berm should be noted <br />and a corrective backfilling completed. <br />B. The inspector shall traverse the outslope at approximately 100 ft. <br />intervals. The inspector will note any rills and gullies, mark the <br />location, and determine the corrective measure that is necessary. It <br />is important to note the cause of any rill or gully so that the <br />problem may be corrected. <br />C. The fill outslope will be inspected for signs of instability. <br />Possible symptoms to be noted and corrected are tension cracks, <br />slumping or bulges within the topsoil layer. <br />D. The constructed silt fences will be inspected for structural support <br />and sediment level. The support fencing behind the silt fences will <br />be evaluated. The fences will have station denotations to assist in <br />recording problem areas. If the sediment level behind the silt fence <br />exceeds one-half of the as-constructed height, measures will be taken <br />to clean sediment and an evaluation will be done to determine the <br />cause for sediment yield. <br /> E. Samples of the runoff flow from high rainfall events will be taken. <br /> The sample locations are: a) discharge from North Slope Silt Fence, <br />. b) discharge from South Slope Silt Fence, c) discharge from <br />- 2 - <br />
