Liberty Mining, LLC <br />DRMS 110 -d Permit Application <br />October 2013 <br />Field inspections will be conducted after construction to ensure the longevity of the proposed <br />structures. The inspections will be conducted bi- annually and will document any items that are <br />in need of alteration or repair. Repairs to subject items will be made as soon as possible. <br />U (17) Plant Growth Medium (Soils) <br />The anticipated area of disturbance is delineated on the Soil Map for Units 904 and 66 of the <br />Natural Resource Conservation Service Custom Soil Resource Report (NRCS, 2012). Soil Unit <br />66 is defined by the NRCS as "Bodot- Silt -Rock outcrop found on 5 -25% slopes, slightly alkali <br />and very bouldery; comprised of clay, clay -loam and bedrock ". Soil Unit 904 is defined as Rock <br />outcrop on 50 -99% slopes, consisting of mostly weathered bedrock. <br />Plant growth medium will be derived from preserved topsoil stockpiled prior to mining operations <br />and will be placed on suitable growing areas during operations reclamation. Dependent on the <br />amount of topsoil stockpiled, topsoil placement during reclamation will be prioritized. The <br />majority of the site will receive an even amount of topsoil; however, areas of low seed viability <br />will receive topsoil placement priority. These areas will be those of greatest disturbance, <br />including, the waste rock pile, the portal decline, ore storage pad, and the mining operations <br />pad. Areas that have minimal disturbance and have surrounding vegetation may have lower <br />priority in placement of preserved topsoil. <br />U (17.1) Soil Survey Map <br />A National Resource Conservation Service Custom Soil Report is included in Appendix A. The <br />report includes a soil survey map. <br />U (18) Wildlife Protection <br />U (18.a -b) Wildlife Mitigation Measures <br />Special care and specific measures will be taken in an effort to protect wildlife in the area of the <br />mining operations. Any chemicals or products that may harm wildlife will be properly stored to <br />prevent contact with wildlife. Inadvertent spills of harmful substances will immediately be <br />cleaned up and disposed of to avoid contact with wildlife. <br />In an effort to preserve wildlife habitat, the mining operations will minimize disturbance by <br />developing the working area in sections on an as needed basis. Topsoil and vegetation will only <br />be removed and stockpiled as the need arises to increase the footprint of the operations pad. If <br />possible, additional effort will be given to preserving the best forage and habitat. To assist in <br />improving and maintaining wildlife habitat, final reclamation and re- vegetation will be completed <br />in areas where no further disturbance is anticipated. <br />Prevention of wildlife entering the portal decline, ore pad and ore pad sump will be addressed <br />by fencing the areas when mine personnel are not anticipated to be on site. The ore pad sump <br />and retention ponds will periodically be cleaned of fine sediments to prevent entrapment of <br />wildlife and contaminant transport. <br />Liberty Mining; LLC Moan, Utah SMA Ref. 5821897 Page 68 <br />
