Inert Material Screening Process
TRANSIT MIX AGGREGATES
A standardized material screening process will be used at the facility to insure that only inert
materials will be accepted and no materials containing asbestos, hazardous waste, ash, or rubble
will be accepted for disposal. All materials accepted by the facility for disposal will be
documented at the time of acceptance. A checklist form will be used to certify that all incoming
waste is inert and suitable for disposal. The quantity of waste material, type of material, the
builder, and physical address will be recorded for each transaction. A signed affidavit will also
certify every delivery of approved inert material. The records will be retained at the Quarry
Office for a minimum of 3 years. An inventory report of all inert materials accepted by the
facility will be submitted to CDPHE on annual basis for the duration that the facility is active.
The facility will accept only inert material associated with construction and demolition debris
from Monday through Saturday 07:00 A.M. -5:00 P.M. Inert material is defined as non- water-
soluble and non - putrescible solids together with such minor amounts and types of other materials
as will not significantly affect the inert nature of such solids. It includes but is not limited to
earth, sand, gravel rock, concrete which has been in a hardened state for at least sixty days,
masonry, and other inert solids. The majority of acceptable waste for the facility will consist of
concrete foundation and curbing materials. Any asphalt millings will not be used as backfill, but
will be used as a dust suppressant on haul roads.
Material will be placed in the pit not more than 1,000 cubic yards at a time. Limestone fines,
produced onsite, will be added to the pit along with waste during backfilling to fill voids and
minimize settling.
Materials will only be accepted that exhibit the following inert material characteristics:
• will not undergo any significant physical, chemical or biological transformations;
• will not dissolve;
• will not burn;
• will not physically or chemically react;
• will not biodegrade;
• will not adversely affect other matter with which it comes into contact in a way likely to give rise to
environmental pollution or harm human health; has insignificant total leachability and pollutant content;
• produces a leachate with an ecotoxicity that is insignificant (if it produces a leachate).
