It does not appear from Exhibit 2012 -11 or the ARR report that a 2nd cutting occured, <br />however, the reclamation management tracking worksheet - irrigation for august 2012 indicates that a second <br />cutting occurred between 8/12/12 and 9/15/12 when the irrigation was shut off. Also, in the comments section on <br />the worksheet, it appears that only *some* 2nd cut data were collected. Please provide these data if collected. <br />Also, please provide consistent data between the ARR text, exhibits and worksheets. (Comment 17.) <br />22. The soil test results are illegible and unclear in Attachment 2012 -A. Please provide legible copies of all soil and spoil <br />testing in Attachment 2012 -A. Please verify that all soil sample results correspond to the correct samples <br />(Comments 21, 22). <br />23. Exhibit 2012 -6 was reviewed showing the different soil zones and required soil depths for each zone and compared <br />to Permit Map 2.05.4 -4 (Postmining Topsoil Replacement). Map 2.05.4 -4 indicates that lift A in zone 4 should be 25" <br />average thickness - this disagrees with Exhibit 2012 -6 which indicates that lift A in zone 4 is 24" average thickness. <br />The combined thickness also disagrees (58" vs. 57 "). Map 2.05.4 -4 indicates that Bench 1 subsoil in zone 8 thickness <br />should be 10 -24" - this disagrees with Exhibit 2012 -6 which indicates that Bench 1 subsoil in zone 8 should be 18 "+ <br />thickness. Please review and if necessary where there is a slight variation between the approved depth and the <br />depth replaced, provide an explanation in the ARR narrative. <br />A general comment that applies to many items on the list was that the data reported in the ARR narrative was not <br />consistent with data reported on the ARR form, the Exhibits or on the reclamation worksheets. For future ARR <br />submittals, please review the ARR for consistency among sections before submitting it to the Division. <br />Please respond to the comments list above by November 30, 2013.
