Our next stop was gob pile #2. Gob is currently being dumped at two <br />locations on the top of the pile. One is at the far north end, the other <br />is the old "NOV" area. In the "NOV" area the gob was stacked <br />approximately 6 -8 feet high with very steep side slopes. No gob was <br />running down the face of the pile, and while there were small pools of <br />water in equipment tracks, overall water was being managed and <br />diverted away from the pile. Small diameter flexible drain pipe has <br />been installed at low points at the base of the end dumped material. <br />Water is directed to these pipes and then the pipe runs down the face <br />of compacted gob and outlets in stabilized channels. <br />On Friday afternoon, Bill observed the pile heights in excess of 8' and <br />immediately stopped the dumping activities. The piles were knocked <br />down and spread out to expedite drying and placing of the gob. I <br />observed the gob being continuously turned over and mixed by a <br />track hoe at each pile location. No new gob was being hauled to the <br />pile, and activities were focused on drying the gob that had been end <br />dumped. <br />Gob dumping and drying activities on top of gob pile #2 will <br />necessarily occur during the winter months. After consultation with <br />Buckhorn Geotech, we will submit a technical revision application to <br />address gob dumping /drying operations on top of gob pile #2 through <br />the winter months. <br />Pond F, in the center of the pond, has water and sediment 4 feet <br />below the emergency spillway. Pond J has water and sediment about <br />1' below the primary spillway. We plan to investigate the use of a <br />coagulant in Ponds F and J. Currently the NPDES discharge permit is <br />under administrative review, so making changes may be difficult, but <br />at one time the discharge permit contained a provision for a <br />coagulant but it was removed from the permit since it was never <br />utilized. <br />As the winter months approach Operation plans for both piles have <br />been formulated as previously discussed. For gob pile #3, gob will <br />continue to be end dumped and cycled through the dumping area. <br />For the gob pile #2 area, a revision will be submitted as soon as <br />possible to designate an end dumping area on top of gob pile #2. In <br />the interim for gob pile #2, gob will continue to be end dumped, but <br />in manageable pile heights in order to allow for the water to drain <br />out. Attention will be paid to the top of gob pile #2 so the end <br />dumped piles do not become too large and that they are continually <br />being worked, placed and compacted as soon as possible. <br />2 <br />
