Notes for site visit October 28, 2013: <br />1 arrived on site at 11 and Bill Bear took me around the site. It was <br />very dry, the weather had been mostly dry for over a week and it was <br />evident at both gob piles that the dry weather helped conditions <br />immensely. <br />Our first stop was at Gob Pile #3. Good progress has been made. <br />Gob was being actively placed and compacted in the western edge of <br />the active gob placement area. The operation plan for this area is <br />two -fold, 1) gob will continue to be dumped in the gob drying area <br />and as new material is added, older material will be pushed to the <br />south and worked in an effort to get it to dry. 2) as the material is <br />dried, it will then be placed and compacted. See the schematic <br />below. Another item to note is that there is a berm on the southern <br />edge of the dumping area. It is used to keep the gob from spilling into <br />ditch J -3. There are at least two spots that could be identified where <br />either a trench had been cut in the berm, or a drain pipe installed that <br />outlets into ditch J3. The berm will eventually be removed, but for <br />now serves an important purpose. The berm will also be used by <br />equipment to access and dry gob as it moves through the drying <br />process. N 4N C N <br />As part of MR -141, text was added to the permit stating that existing <br />gob will be graded at 2% and compacted before the area is used as a <br />dumping /drying area. Only one compaction test was taken in the <br />drying area, and that test was never processed in the lab. Basically, all <br />gob that is being dumped is being dumped on native ground, with a <br />small area where compaction efforts may have taken place. This <br />entire area will have to be scraped down to native ground before pile <br />construction in this location can take place. Page 4b will need to be <br />revised to accurately reflect what has taken place and that there is <br />not a lift or two of compacted gob that will need to support end <br />dumped gob. At this point, all gob in the drying area should be <br />classified as end dumped gob. <br />
