The Division proposes to approve the use of a cover crop as a means to meet soil
stabilization requirements in situations where temporary soil stabilization is required
prior to seeding with the permanent mix (4.15.4). Seed mix 9 2 or Seed Mix 93 would
be utilized depending on the circumstances, as described in Sub - section A, above.
The use of appropriate quick growing companion crops, seeded with the permanent
dryland pasture, irrigated pasture, or irrigated cropland seed mixes is also approved as
a soil stabilization practice, pursuant to Rule 4.15.4.
C. Husbandry Practices
The Division proposes to approve certain management activities in PR -6 as normal
husbandry practices that may be conducted without re- initiating the liability period
(4.15.7(5)). These practices were approved based on consultation with and written
recommendation from the NRCS regarding normal and appropriate husbandry
practices for the subject land uses in the Nucla area. Specifically, the Division is
proposing to approve the following practices for the cropland — irrigated alfalfa hay,
reclaimed irrigated pasture, and dryland pasture areas.
1. The Morgan property has been designated prime farmland. All prime farmlands
will be returned to cropland — irrigated alfalfa hay. In Section 2.05.4(2)(e)
Subsection 5.0, WFC addresses the management of these lands. The Division is
proposing to approve fertilization and irrigation, harvesting, and periodic stand
renewal including major tillage on the cropland — irrigated alfalfa hay. The
alfalfa will be planted in Year 1 and the stand will be replanted in Year 6. Section
2.05.4(2)(e), Subsection 5.7.2 of the permit provides the management sequence
for the cropland. Irrigation designs are discussed in Subsection 5.2 and shown on
Map 2.05.5 -5 for the cropland on the Morgan property. Irrigation will be a
combination of side roll sprinklers and flood irrigation supplied by 4 inch to 10
inch supply lines using the rates presented in Attachment 2.05.4(2)(e) -7 of the
permit. The management practices proposed in PR -6 are consistent with prudent
management practices in the Nucla area and can reasonably be expected to occur
after final bond release. The NRCS has provided documentation that the
fertilization and irrigation rates and methods are appropriate as documented in
their letter dated October 1, 2010 in Attachment 2.05.4(2)(e) -11.
2. On the reclaimed irrigated pastureland WFC is proposing to irrigate using either
sprinkler irrigation or flood irrigation. Map 2.05.4 -5 shows the irrigation layouts,
consisting of pipe, gated pipe and furrows, for the lands west of 2700 Road (only
flood irrigation is proposed on the pastureland west of 2700 Road). Calculations
and irrigation designs are shown in Attachment 2.05.4(2)(e) -9 of the permit.
WFC is also proposing to fertilize the reclaimed pastureland annually, at NRCS
recommended rates. The Division proposes to approve fertilization and
irrigation associated with the reclaimed pastureland. In addition, interseeding for
the purpose of improving stand composition may be utilized during the first 6
years of the liability period. These practices are consistent with normal
husbandry practices in the region and can be reasonably expected to occur after
50
