E. At the request of the Morgans, effective May 2010, all unconsolidated "Bench F <br />overburden existing on the Morgan property was to be salvaged and replaced on <br />Morgan property. It will not be used as backfill on lands owned by others. <br />XI. Revegetation <br />The proposed revegetation plan is designed for the post- mining land uses of irrigated <br />pasture, cropland - irrigated alfalfa hay and dryland pasture. All revegetation plans are <br />discussed in Section 2.05.4 (2)(e) of the permit. <br />A. Introduced Species <br />The Division proposes to approve the use of introduced species in the reclamation <br />seed mix. The applicant has submitted information that shows that the introduced <br />species are desirable and necessary to achieve the approved post- mining land use, and <br />are not poisonous or noxious (4.15.2). In PR -6, WFC proposed several changes to <br />seed mix numbers 2, 3, 5, 6, and 7. <br />Seed mixes number 2 and 3 are temporary seed mixes. Mix 92 is for areas less than <br />one year until the permanent mix will be planted and Mix 93 is for longer term <br />temporary plantings such as topsoil stockpiles. Introduced species in these mixes will <br />facilitate site stabilization and provide organic matter when incorporated into the <br />topsoil prior to permanent seeding. <br />Seed mix numbers 5 and 6 are for the reclaimed irrigated pastureland; the mix is <br />determined by moisture availability. All species are in these mixes are introduced and <br />were selected as beneficial for grazing purposes as discussed in Section 2.05.4(2)(e) <br />Subsection 4.3. The irrigated pasture mixes are seeded in the spring, along with a <br />companion crop of oats or barley. <br />Seed mix number 7 is for the cropland — irrigated alfalfa hay. A companion crop of <br />triticale or an alternative winter annual grain will be seeded along with the alfalfa. <br />Several alternative varieties of alfalfa are approved for Seed Mix #7, with the specific <br />variety to be planted in any particular year to be based on seed availability and <br />landowner preference. The alfalfa varieties were selected after consultation with the <br />landowner and with the NRCS. A rotational management sequence for the alfalfa <br />cropland was developed in consultation with NRCS, and is outlined in Subsection C, <br />below. <br />Seed mix number 8 is for the dryland pasture. It is a combination of introduced and <br />native species that are drought tolerant. A sterile hybrid annual triticale will be <br />planted in combination with all areas seeded to dryland pasture upon approval of PR- <br />6. <br />B. Soil Stabilizing Practices <br />.. <br />
