Please commit to <br />seeding topsoil stockpiles if they remain in place for longer than a single growing season. <br />10. The Mining Plan states the grade of the pit walls will be slightly steeper than 4H:1 V during <br />mining operations. During previous inspections, the Division has observed near vertical pit <br />walls. Assuming that the active mine face will be near vertical and will progress towards the <br />east with an approximate maximum height of 25 ft, what is the eastern limit of mining or the <br />point at which mining must stop in order to reduce the highwall to 4H:1 V or flatter? Please <br />illustrate the mining limit on the Mining Plan Map. <br />11. The Applicant has stated that when a phase of mining is complete, the Operator will reclaim <br />that phase and then proceed to mine the next phase. Please clarify if a phase will be fully <br />reclaimed, including the establishment of vegetation, prior to mining a subsequent phase. <br />6.4.4 Exhibit E — Reclamation Plan <br />12. The Reclamation Plan states that reclamation will begin in the required seeding season. <br />Please describe how this corresponds to the phased Mining Plan. How does the Operator <br />intend to reclaim a phase when mining is completed outside of the required seeding season <br />(November I" to May 151h)? <br />13. Please clarify if the reclamation timetable provided in the Reclamation Plan is for reclaiming <br />a single phase or reclaiming the entire site. <br />14. The Reclamation Plan states reclamation will begin when the County decides that the gravel <br />deposit is depleted. In addition, the Reclamation Plan states that reclamation will be <br />completed within one year. These statements do not correspond to a phased Mining and <br />Reclamation Plan. Please revise these statements accordingly. <br />15. Per the NRCS recommendations, please commit to providing the Division with the soil test <br />results prior to applying fertilizer. The Division will require a separate soil test for each soil <br />unit that is present at the site. <br />16. The Operator will mine through several natural drainage channels which route water from the <br />upland areas north of the mine site to the southern lowland areas. The Reclamation Plan does <br />not discuss whether the drainage channels will be maintained or reconstructed during <br />reclamation. If the drainage features are not reconstructed during reclamation, there is the <br />potential for substantial erosion when stormwater flows over the reclaimed areas. Please <br />describe how the drainage channels will be maintained or reconstructed during reclamation. <br />Exhibit F — Reclamation Plan Map <br />17. As required by Rule 6.4.6(a), please revise the Reclamation Plan Map to include contour <br />lines of sufficient detail to portray the direction and rate of slope of all reclaimed lands. Also, <br />include the appropriate contour interval on the revised map. <br />
