September 30,2013 C-1992-080/Carbon Junction Mine MLT <br /> ROADS—Rule 4.03 <br /> Construction 4.03.1(3) / 4.03.2(3); Drainage 4.03.1(4) / 4.03.2(4); Surfacing and Maintenance <br /> 4.03.1(5) and (6)/4.03.2(5) and (6); Reclamation 4.03.1(7)/4.032(7): <br /> • The reclaimed North Pit Haul Road has experienced severe erosion. Flow had gouged out <br /> the hillside ditch in numerous locations, to depths of 2 to 3 feet (Photo 8). The eroded <br /> material then clogged the ditch, forcing flow across the surface of the roadway (Photo 9). <br /> • The road surface was compromised throughout much of its length. The entire road, <br /> including the ditches, is in need of maintenance and restoration to the configuration <br /> approved in the permit. <br /> • The light use road that accesses the former Pond 2 area had also experienced some minor <br /> erosion of its surface. <br /> REVEGETATION—Rule 4.15 <br /> Vegetative Cover; Timing: <br /> • The grasses on the bench of the reclaimed North Pit were thriving. Three horses were <br /> grazing at this location (Photo 10). <br /> • Throughout the permit area, the warm season grasses appear to have been boosted by the <br /> monsoon moisture. The site appeared greener, overall, than it had appeared earlier this <br /> season. <br /> DOCUMENTS RECEIVED <br /> • During the records check, Mr. Amdor showed me the 1996 study conducted by Goff that had <br /> created Appendices 5-9 and 5-10 to the permit. During the Division's adequacy review of <br /> TR-17, we discovered that we did not have these two appendices, either electronically or in <br /> the hard copy of the PAP. Goff created a PDF of the study, and provided it to the Division <br /> for our use in evaluating the various design flows computed for the Carbon Junction <br /> drainage. <br /> Number of Partial Inspection this Fiscal Year: 2 <br /> Number of Complete Inspections this Fiscal Year: I Page 4 of 11 <br />
