Colowyo C1981 -019: 2011 Annual Reclamation Report ReviewSeptember 30, 2013 <br />CCC conducted interim vegetation monitoring in 2012 and submitted a report of the results of the vegetation <br />monitoring. The 2012 Vegetation Monitoring report provided weed control recommendations on reclaimed <br />parcels with vegetation seeded four (4) years or longer. CCC's vegetation monitoring report notes that, "the <br />primary reclamation concern at Colowyo is control of noxious weed populations, and preventing annual brome <br />populations from exceeding the threshold whereby they become problematic." <br />CCC also sampled the Sagebrush Reference area and the Mountain Shrub Reference Area. CCC did not <br />identify noxious weed infestation or any other concerns on either reference area. <br />Please note Cheatgrass (Bromus tectorum) is included on the State Noxious weed list (C list) and is considered <br />a noxious weed. As such, Cheatgrass cover should not be included into the vegetative cover data for <br />reclamation success determination. <br />10. CCC seeds different seed mixes depending upon the slope and topsoil replacement thickness, it is <br />important to designate which seed mix was planted in which areas. CCC needs to provide this <br />information either in figure 3 -2 or Exhibit 5A. <br />11. The 2012 Vegetation Monitoring report notes that vegetation establishment on the grassland portion of <br />parcel WP015 is considered a failure and, "will need reseeding to put it on the appropriate trajectory <br />towards bond release ". The 2013 ARR should document that this mitigation action was taken, or <br />provide documentation as to why it was not conducted. <br />12. CCC monitored mortality of the Tall Shrub Plot in 2012. "Colowyo had an obligation to replace those <br />tall shrubs that died in the first year of this study." The Division did not find evidence that these shrubs <br />were replaced. If they were not replaced in 2012, CCC needs to be aware that this activity needs to be <br />conducted as soon as practicable in 2013. <br />The initial monitoring of shrub survival found a 63% survival rate for Aspen, 57% -77% survival rate <br />for Serviceberry depending upon the treatment plot, 53% survival rate for Chokecherry, and a 77% <br />survival rate for Mountain mahogany <br />CCC needs to provide the requested information in order to fulfill the requirements of Rule 2.04.13. Rule <br />2.04.13(2) includes provision for addition monitoring information as required by the approved permit. <br />3 <br />
