Colowyo C1981 -019: 2011 Annual Reclamation Report ReviewSeptember 30, 2013 <br />2012 summaries, as reported in Figure 3 -2 for backfilling and grading are: East Pit, 70.7 acres; + West <br />Pit, 31.2 + 22.1 acres; + South Taylor Pit, 13.4 acres; = 137.4 acres. This value agrees with CCC's <br />2012 backfilled and regraded acres on Figure 3 -1. <br />2012 summaries, as reported in Figure 3 -2 for topsoil replacement and seeding are: East Pit, 62.7 acres; <br />+ West Pit, 0 acres; + South Taylor Pit, 6.3 acres; = 69.0 acres. CCC reports a total of 103.10 acres <br />topsoiled and seeded in 2012. CCC needs to resolve this discrepancy. <br />5. CCC included copies of the seed tags from the 2012 seeding efforts. Seed tags from the grassland seed <br />mix are in agreement with the approved seed mixes found in Table 2.05 -7 and 2.05 -8. Seed tags from <br />the Sagebrush steppe seed mix are in agreement with the approved seed mixes in Table 2.05 -9 and 2.05- <br />8. No response is needed from the operator. <br />6. Section 8: Overburden Sampling, CCC collected 17 overburden samples for analyses on regraded areas <br />in 2012. None of the samples exceeded any of the three parameters that would initiate additional <br />sampling or special handling of the overburden. No response is necessary from the operator. Of note, <br />the font on Figure 8 -3 is so small is becomes illegible. Please provide this information in a larger font in <br />future reports. <br />7. Section 9: Revegetation Monitoring Report, CCC conducted vegetation sampling on twelve reclaimed <br />areas and two reference areas. Reclaimed parcels included in the 2012 sampling efforts ranged from 1 <br />year since seeding to 16 years since seeding. Sampling was conducted in accordance with the approved <br />sampling methods. Items specific to the sampling results have been identified in items 9, 11, and 12 <br />which follow. <br />8. Section 10: Sampling of the shrub establishment study areas were sampled in 2012. Results were <br />provided in the Revegetation Monitoring Report. No response is necessary from the operator. <br />Weed Management: Colowyo did not provide documentation that weed management measures were conducted <br />in 2012. Inclusion of the areas sprayed on the Annual Reclamation map allows the operator and the Division to <br />track the effectiveness of the weed management efforts. <br />9. CCC needs to provide information pertaining to implementation of their approved weed control plan on <br />the Annual Reclamation Report maps, as well as a description of the weed control measures used and <br />the noxious weed species targeted for control. (Rule 2.04.13(1)(e), and Rule 2.04.13(2)). CCC needs to <br />provide information showing where weed control efforts have been employed on a yearly basis. This <br />information should include what methods were used, what chemicals were applied, which noxious <br />species were targeted for control, and the location of the weed control efforts (parcel number, roadway, <br />pond area, etc.). Weed management is considered a cultural practice in accordance with Rule <br />2.04.13 (1)(e). <br />The 2012 Vegetation Monitoring Report notes that evidence of weed spraying efforts could be observed, <br />but without identification of where weed management efforts have been conducted it is difficult to <br />identify areas that are experiencing success or need additional or different control measures. <br />2 <br />
