Photographs were taken by Harry Ranney and analyzed by Marcia Talvitie, <br /> both of the Division. <br /> BACKFILL and GRADING—Rule 4.14 <br /> Contemporaneous Reclamation 4.14.1; Approximate Original Contour 4.14.2; Highwall <br /> Elimination 4.14.1(2)(f); Steep Slopes 4.14.2, 4.27; Handling of Acid and Toxic Materials <br /> 4.14.3; Stabilization of Rills and Gullies 4.14.6: <br /> • A bulldozer was working on the WFC (Johnson)property, backfilling part of the pit with <br /> Bench 2 overburden. <br /> • Backfilling of the final pit highwall has not yet commenced; the Division understands that <br /> material from the Boxcut Overburden stockpile near the mine support facilities area will be <br /> used here. <br /> HYDROLOGIC BALANCE - Rule 4.05 <br /> Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures <br /> 4.05.7, 4.05.10; Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; <br /> Surface Water Monitoring 4.05.13; Drainage—Acid and Toxic Materials 4.05.8; Impoundments <br /> 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br /> • All of the sedimentation ponds were holding water, as a result of the recent series of <br /> precipitation events that have occurred. The ground appeared to be damp throughout the <br /> permit area, with scattered puddles visible. <br /> • A series of collection ditches observed and discussed in the September 16, 2013 inspection <br /> report is identified in the photos. These ditches are located on the northern edge of the <br /> disturbed area,west of 2700 Road. The network of cutoff and tailwater ditches contributing <br /> to flow is also highlighted. The permit needs to be updated to accurately reflect the <br /> postmining topography, ditches, and drainage areas as they have been constructed, to ensure <br /> that the sedimentation control system is designed and constructed as required. <br /> Number of Partial Inspection this Fiscal Year: 4 <br /> Number of Complete Inspections this Fiscal Year: I Page 2 of 10 <br />
