COMMENTS
An aerial inspection of the New Horizon Mine was conducted by the Division on Wednesday,
September 25, 2013. Photographs were taken by Harry Ranney and analyzed by Marcia Talvitie,
both of the Division.
BACKFILL and GRADING—Rule 4.14
Contemporaneous Reclamation 4.14.1; Approximate Original Contour 4.14.2; Highwall
Elimination 4.14.1(2)(f); Steep Slopes 4.14.2, 4.27; Handling of Acid and Toxic Materials
4.14.3; Stabilization of Rills and Gullies 4.14.6:
• A bulldozer was working on the WFC (Johnson)property, backfilling part of the pit with
Bench 2 overburden.
• Backfilling of the final pit highwall has not yet commenced; the Division understands that
material from the Boxcut Overburden stockpile near the mine support facilities area will be
used here.

• All of the sedimentation ponds were holding water, as a result of the recent series of
precipitation events that have occurred. The ground appeared to be damp throughout the
permit area, with scattered puddles visible.
• A series of collection ditches observed and discussed in the September 16, 2013 inspection
report is identified in the photos. These ditches are located on the northern edge of the
disturbed area,west of 2700 Road. The network of cutoff and tailwater ditches contributing
to flow is also highlighted. The permit needs to be updated to accurately reflect the
postmining topography, ditches, and drainage areas as they have been constructed, to ensure
that the sedimentation control system is designed and constructed as required.
