September 23,2013 C-1981-019/Colowyo Coal Mine RDZ <br /> OTHER(SPECIFY): <br /> The recent fire near the X-Pod Area was inspected. Two spots were seen and appeared to be less than '/2 <br /> an acre total. All of the fire area was on undisturbed land. The access corridor for fighting the fire(about 20 feet <br /> wide)was on reclamation; Colowyo staff indicated that it has been seeded. <br /> ROADS—Rule 4.0311 Construction 4.03.1(3)/4.032(3)❑ Drainage 4.03.1(4)/4.032(4)11 Surfacing and <br /> Maintenance4.03.1(5) and(6)/4.032(5) and(6)❑ Reclamation 4.03.1(7)/4.032(7): <br /> Haul roads were in decent shape. Graders were cleaning up after recent rains,and gravel had been laid on <br /> the surface. Water trucks were seen throughout the inspection controlling dust from the roads. <br /> RECLAMATION SUCCESS-Rule 4.15,Rule 3: <br /> In the East Pit,rills are in need of repair. This includes the rill on the south side of Final East Pit Ditch, <br /> which has been noted in past inspections. <br /> In the West Pit,rills were observed northeast of the confluence between Taylor Tributary Ditch and East Taylor <br /> Ditch. These rills,which are at different heights above the channel,require repairs. <br /> Rills near Prospect Ditch(approximately 400-500 feet from the undisturbed area)were observed,but they appear <br /> to be healing. These rills are generally a foot deep with some sections being close to two feet deep. Kurt Blunt <br /> indicated that they have been there for a while and that they have not been repaired because the surrounding <br /> vegetation is in good shape. In Mr.Blunt's opinion,disturbing this area to repair rills would be counter- <br /> productive. The Division agrees but will continue to monitor this area. <br /> REVEGETATION—Rule 4.15❑ Vegetative Cover; Timing: <br /> In the West Pit,upstream of the confluence between the Taylor Tributary Ditch and East Taylor Ditch,the <br /> surface was being roughened to prepare for re-seeding (apparently in parcel WP-015). <br /> In the aspen/shrub study area,the shrubs appear to be doing well,but the mortality rate for the aspen trees appears <br /> to be higher. <br /> In many locations,there was evidence of weed spraying. No large patches of weeds were observed other than <br /> cheat grass. <br /> SLIDES and DAMAGE -Rule 4.12: <br /> The slump above East Taylor Pond(east side of drainage) appears to be healing well; it is filling in with <br /> vegetation. <br /> Number of Partial Inspection this Fiscal Year: 3 <br /> Number of Complete Inspections this Fiscal Year: 1 <br /> Page 4 of 10 <br />
