September 23,2013 C-1981-019/Colowyo Coal Mine RDZ <br /> HYDROLOGIC BALANCE -Rule 4.05 <br /> Drainage Control 4.05.1,4.05.2,4.05.3; Siltation Structures 4.05.5,4.05.6; Discharge Structures 4.05.7,4.05.10; <br /> Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water Monitoring 4.05.13; <br /> Drainage—Acid and Toxic Materials 4.05.8; Impoundments 4.05.6,4.05.9; Stream Buffer Zones 4.05.18: <br /> All observed ponds were holding water from recent storms. Some observed ponds were not discharging: <br /> Section 16,Prospect,Gossard,Work Area,PD1,NTEP1, and Taylor Pump Holding Pond. The following ponds <br /> were discharging: Streeter,West Taylor,East Taylor, and Stoker Siding (minor discharge). For all discharging <br /> ponds,no sign of pollutants was observed. No major problems were found with embankments or other structures. <br /> Some additional observations regarding the ponds: <br /> • The flumes below Stoker Siding and Prospect require vegetation removal. <br /> • Streeter Pond still needs cleaning. <br /> • A delta is building in East Taylor Pond. <br /> • PD1 was full(just below spill point) and needs to be drained. <br /> The following observations were made regarding ditches: <br /> • Taylor Tributary Ditch,Taylor Ditch, and East Taylor Ditch were found to be stable. <br /> • Streeter Gulch Ditch was observed from the Southwest Tributary to the Streeter Fill, and no erosion or <br /> other problems were observed in the ditch. <br /> • The Section 16 Ditch was observed for several hundred feet above the pond. The deep section(observed <br /> in past inspections)appeared to be draining well. <br /> • The Section 28 Ditch was inspected(all but the western-most segment). No problems were identified with <br /> the unlined portion. The lower end of the liner is peeling away from the ground,however,and needs to be <br /> repaired. <br /> • At the lower end of the Section 29 Ditch, a small pond of water was observed. This part of the ditch <br /> should be re-graded to provide positive drainage. <br /> • NTEP Ditch is in good shape. <br /> Sumps along Taylor Creek were observed. Sump 92 and Sump 45 were full of water. Sump 91 requires cleaning, <br /> and the spillway requires additional armoring. <br /> In the lower portion of Prospect Ditch where repairs were performed,wattles need to be re-trenched and re-staked. <br /> There is no erosion in the channel. Contour ditches in this area are in good shape. <br /> The culvert below the Gossard discharge point(under the railroad tracks)requires minor cleaning on the <br /> downstream end. Culverts M and L are clean. Culvert K is half full of sediment at the upstream end and needs to <br /> be cleaned. <br /> GENERAL MINE PLAN COMPLIANCE: <br /> The Colowyo Coal Mine was generally found to be in compliance with the mine plan. <br /> Number of Partial Inspection this Fiscal Year: 3 <br /> Number of Complete Inspections this Fiscal Year: 1 <br /> Page 3 of 10 <br />
