Exhibit I & J — Soils & Vegetation Information <br />occur, for purposes of this submittal, we will assume a soil depth to the plow layer of <br />six inches over affected lands, excluding any obvious previously disturbed ground where <br />soil has been removed (trenches, structures, etc.). Regardless, there is sufficient soil to <br />assure a resoil depth of approximately six inches over the basin banks above the <br />anticipated static water level of the reservoirs. <br />For purposes of this submittal, all lands within the indicated permit boundary will be <br />considered affected lands, but only those locations between the existing access roads <br />and which otherwise remain above the anticipated static water level of the resulting <br />basins will be soiled and seeded to establish vegetation consistent with the approved <br />reclamation plan. All other previously disturbed lands outside of the this area may be <br />seeded to establish the desired vegetative cover where reaffected by planned activities, <br />but in its previously disturbed state will not receive additional soil resources beyond <br />what already remains, if any. Fortunately, the act of extraction serves to remove the <br />most impacted portions of the location first, subsequently treating them with the <br />approved seed mixture, thereby returning those lands to a stable configuration in a <br />manner that might otherwise not occur had the location not been designated for <br />extraction, but instead, left in its present blighted condition for an indeterminate <br />number of years hence. <br />Soil salvage will commence with the removal of the surface layer of soil to a depth of <br />6.0± inches average, depending upon equipment and equipment operator limitations. <br />Additional depths of soil (to the extent it occurs) will be removed in like manner until <br />commercially viable overburden and aggregate are reached, unless already exposed as <br />a result of poor soil development. Soil salvage will be conducted primarily with <br />scrapers. To minimize the undesirable effects of soil blowing and loss, and to avoid <br />damage to the soil resource via compaction, soil will be stripped wherever possible <br />when soil is moist, and not dry or wet. <br />Any portion of the solum suitable for plant regrowth will be utilized to meet the <br />minimum depth of soil replacement for reclamation, with the excess made commercially <br />available for export from the property. Generally, soil will be retained in sufficient <br />volume to reclaim all lands remaining between the anticipated static water level of the <br />basins and existing access roads which surround them at any given point in time during <br />resource recovery operations. As detailed under Exhibit L — Reclamation Costs, the <br />total exposure of lands requiring revegetations will be approximately 6.58± acres, <br />requiring 5,307.87± cu.yds of soil. <br />Once removed from its native location, soil retained for reclamation will be windrowed <br />along the perimeter of the basin area of extraction or area to be resoiled, and seeded <br />with the reclamation seed mixture specified under Exhibit E - Table E -1: Primary Re- <br />vegetation Seed Mixture. This will provide an opportunity to gauge the performance of <br />the seed mixture while attempting to provide a stabilizing cover of vegetation over the <br />stockpiles soil until it is ready for replacement on finished slopes and affected lands <br />Varra Companies, Inc.
