Compliance With Mine Plan NA - Support Facilities Not On-site <br /> N - Other N - Special Categories Of Mining <br /> NA -Processing Waste N -Topsoil <br /> COMMENTS <br /> A partial inspection of the Carbon Junction Mine was conducted on Tuesday afternoon, August <br /> 27, 2013 by Marcia Talvitie and Sandy Brown, both of the Division. Skies were clear, and <br /> conditions were warm and humid. <br /> An Assessment Conference for Notice of Violation CV-2013-005 was held during the morning <br /> of August 27th, as requested by Oakridge Energy. The primary purpose of this inspection was to <br /> visit the Upper Carbon Junction Channel, upstream of the riprapped permanent diversion <br /> channel, and see what changes, if any had occurred since the inspection conducted on June 17, <br /> 2013. Abatement steps 42, 43, and#4 of the NOV address the design, erosion repair, and <br /> channel reestablishment that are to be accomplished this season. <br /> PERMITTING UPDATE: <br /> • TR-17: The application for TR-17 was deemed to be complete, for purposes of filing, on <br /> September 4, 2013. The Division will be expediting its review of the application for <br /> adequacy with respect to the Coal Mining rules and regulations. <br /> • RN-04: On August 30, 2013, the Division received an adequacy response package, <br /> submitted in response to the April 19, 2013 Preliminary Adequacy Review. The Division <br /> will review the response for adequacy. The Decision Due date has been extended to <br /> September 30, 2013. <br /> HYDROLOGIC BALANCE <br /> • Fresh sedimentation had occurred on the sediment fan at the downstream end of the erosional <br /> gully (Photo 1). Overall, the accumulated thickness of sediment, as viewed from the <br /> "natural" channel upstream, appears to be on the order of five feet(Photo 2). The channel <br /> will be reestablished(excavated) through this material as one aspect of the abatement work. <br /> • The unnamed tributary that has been restrained by the temporary diversion berm exhibits <br /> some headcutting farther up the valley (Photo 3). We found a cleared area (Photo 4)which <br /> may have been an old drill site, but the disturbance may not be related to the Carbon Junction <br /> Number of Partial Inspection this Fiscal Year: 2 <br /> Number of Complete Inspections this Fiscal Year: 0 Page 2 of 8 <br />
