Drill site locations are presented <br /> as red circles on Figure 1. Due to the remoteness of the locations and rugged terrain, all <br /> exploration activities will require helicopter transport. No roads or drill pads will be <br /> constructed. Exploration will be conducted from wood platforms constructed on the sides of <br /> the mountains. No surface disturbance is anticipated. Earth moving equipment will not be <br /> utilized because it cannot be economically transported to the locations. <br /> Fremont County approved a major modification to the Conditional Use Permit (CUP <br /> 12-003) on February 25, 2020. This extended the exploration permit boundary to now include <br /> 3,172 acres. Zephyr submitted a Plan of Operations to US BLM on June 21, 2019. The most <br /> recent response to BLM's request for additional information was submitted February 21, 2020. <br /> On February 21, 2019, Stephanie Carter explained in a phone conversation that the <br /> exploration is exempt from the Plan of Operations review and can proceed with a notice <br /> because exploration does not rely on wheeled or tracked equipment and no roads will be <br /> constructed. Zephyr will implement the wildlife mitigating conditions required by CO State <br /> Land Board (SLB) in Section 16 onto the BLM Wilderness Study and ACEC areas. The SLB <br /> lease is provided as Appendix A of this submission. In addition, the resolution to the access <br /> from County Road 3A was recorded in Fremont County on February 5, 2020. <br /> Exploration will be conducted from 30' x 30' wooden platforms. Ground disturbance <br /> will occur only where the support posts are set on the ground, less than 0.1 acre of total <br /> disturbance. Tanks for drill water and sediments will be set on the ground in the vicinity of the <br /> wooden platform. All supplies, equipment and personnel will be transported to the drill <br /> platform by helicopter. Potential sites for helicopter landing are presented on Figure 1 as <br /> yellow and orange circles. <br />
