The legislation authorizing the CRWAS
charges the CWCB to work in consultation, and with the active involvement, of the BRTs. The
CWCB Study Manager will be supported by a Technical Consultant (Consultant). The CWCB
Study Manager will be responsible for the agency's contractual decisions, interpretations of work
scope, and payment approvals and processes. The CWCB Study Manager, supported by the
Consultant, will provide the interface with the BRTs, other CWCB staff, Board of Directors,
DNR staff, water administrators (DWR staff), and state legal staff (for example, the Colorado
River Subunit of the Attorney General's office}, He will determine which work products
prepared by the consulting team are to be provided to these and other internal and external
parties interested in interim and final work products.
One of the main purposes of the CRWAS is to provide valuable input as the BRTs evaluate
water needs, existing and future water shortages and water supply alternatives. Therefore, the
CWCB prepared a draft CRWAS Scope of Work to develop general consensus with the BRT
members that the Study scope of work will provide valuable input to their processes. CWCB
scoping efforts included the following activities prior to selection of the consulting team:
• Presentation of the draft scope to the IBCC members for comment,
• Refinement of the scope based on IBCC member comments,
• Receipt of BRT comments following IBCC approval of the scope, and
• Finalization of the scope after consideration of BRT comments and further IBCC input and
approval. That scope has provided the basis for this Phase I Scope of Work.
Colorado River Water Availability Study Scope 4 8/28/2008
CRWAS Phase] Contract Scope EX A Final
