• Also contained preliminary estimates of irrigated acreage. <br />• Kent believes the model reasonably reflects the physical operations on the <br />river. <br />Interview with Elvis Iacovetto (District 58): <br />• Elvis provided shareholder entitlements for water in the Stillwater Ditch, <br />Stillwater Reservoir No. 1 and Yamcolo Reservoir. <br />• Stillwater Ditch must be off by October. (This was not implemented because <br />historical diversions were recorded in October.) <br />• Portion of Stillwater Ditch is used in the Colorado River basin. From <br />shareholder list it is estimated about 68 percent in the Yampa Drainage and 32 <br />percent in the Colorado drainage. <br />• Ditch delivers storage water from Stillwater No. 1, Yamcolo and Gardner <br />Park reservoirs. <br />• Stillwater Reservoir No. 1: <br />• 1 share = 1 ac-ft. <br />• Shareholders can carry over no more than 40 percent of their entitlement (on <br />September 30). (This was not implemented into the CDSS effort.) <br />• Model targets should be set to keep reservoir full when in priority. <br />• See list of individual sub-accounts in the reservoir. <br />• Leave outlet at constant rate during the summer; regulate at Yamcolo. (This <br />was not implemented.) <br />• Reservoirs generally only get one chance to fill in spring runoff; therefore, <br />essentially aone-fill rule is administered. <br />• 12 hour lag time from Stillwater Reservoir to Yamcolo Reservoir. <br />• River often dries up at the Nickell Ditch. <br />• Town of Yampa releases 2 cfs to keep stable streamflow. <br />• Ditch headgates are often set to keep a constant flow. When the direct rights <br />are short, reservoir water is delivered. <br />• Yamcolo Reservoir: <br />• Louis Rossi leases his shares of Stagecoach Contract water to Duane Accord. <br />• Stagecoach Contract water is the most junior in Yamcolo. <br />• Yampa Reservoir is owned by the CDOW and is operated to keep full. <br />• Rams Horn Reservoir: <br />• Owned by one individual (Kirk Shiner). <br />• Good fishery; Not used much for irrigation. <br />• Coal Creek Ditch carries water transbasin to headwaters of Moody Creek. <br />• Re-diverted into Bayou and Moody ditches (owned by J.
