augmentation plan. Releases from Bijou Reservoir No. 2 to Kiowa Creek using water stored
under the 1972 recharge water right can be used to make replacements under the plan.
Augmentation Plan Operations
Operating rules to replace river depletions from well pumping include the following in order of
use:
1. Well depletions (stored under plan ID 0103339) should be replaced year-round by natural
flows when in priority, i.e., when no downstream call or when downstream call is junior to
common priority date of June 7, 1969 (admin. no. 43622.0) used for wells in Bijou
augmentation plan.
2. Well depletions (stored under plan ID 0103339) should be replaced year-round with available
recharge accretions from canal seepage (stored under plan ID 0103339_P1C) and recharge
seepage (stored under plan ID 0103339_P1R).
3. Remaining well depletions (stored under plan ID 0103339) should be replaced year-round
with Bijou Reservoir No. 2 releases down Kiowa Creek, based on a decreed factor of 55
percent credit in the river (i.e., 10 cfs Bijou Reservoir No. 2 storage release yields 5.5 cfs
recharge credit). Note that by decree, these releases are credited to recharge only when the
released water does not reach the river.
4. Remaining summer well depletions (stored under plan ID 0103339) should be replaced with
a bypass of a portion of the Bijou Canal direct flow water right. Operations of a bypass
require maintenance of historical return flows, which should be added to the well depletion
Plan structure demand (ID 0103339).
5. Remaining winter well depletions (stored under plan ID should be replaced with a bypass of
a portion of the Empire Reservoir or Bijou Reservoir No. 2 storage).
A-29 ofA-106
