consumptive use analysis should consider quantifying the acres potentially served by
natural sub-irrigation. Based on the results of such an analysis an appropriate
methodology to estimate consumptive use by natural sub-irrigation maybe
developed.
Water Use. The results presented herein are based on an approach by ditch that
attempts to represent how water is actually applied to crops in the basin. The
approach used for each ditch is based on engineering judgement and informal
discussions with water users. However, results are extremely sensitive to how
conjunctive surface and ground water use occurs. For example, if surface water is
spread evenly to lands with both surface and ground water supply, results could
include more shortages on lands without a ground water supply and less pumping on
lands with a ground water supply. Appendix H includes a memorandum with a
comparison of the results from the two approaches in the Rio Grande basin.
cureport_6-2004.doc 48 of 48 June, 2004
