Comments and Concerns
The Livestock, Municipal, Mineral, and Exports consumptive use data was obtained from
government agencies (e.g. USGS Water Use Summaries) that may not be available in a
timely fashion. Therefore, updates to the CU and Losses Summary should not be
expected to occur in a timely fashion unless alternative sources of these data are
identified. Alternative data sources and methods that might be considered include:
• Estimate mineral resource use from diversion or pumping records and efficiencies.
• Estimate municipal and industrial use from diversion, pumping, or treatment records
and efficiencies.
A detailed estimate of water use on wildlife areas has not developed as part of this
project. The amount of surface and ground water used to maintain wildlife habitat could
be further refined through specific investigation of each wildlife area. Understanding
general practices such as rotating areas of application and depths of flooding may provide
abetter estimate of consumptive use of applied water. However, more detailed analyses
is not recommended since the consumptive use associated with wildlife areas is less than
3 percent of the 991,000 acre-feet per year average total consumptive uses and losses in
the basin from 1991 through 1995. (Consumptive Uses and Losses Summary Report,
Leonard Rice Consulting Water Engineers, Inc., October 2000)
In general, estimates of other (non-agricultural) uses are relatively coarse, such as the
method used to distribute county data to a basin when basin and county boundaries do not
overlap. However because the magnitude of the other uses is relatively small, refinement
is not recommended.
C:\Documents and Settings\ckf.DWR\My Documents\AppendA_culoss.doc Septer~dt82o'~~099
