Memorandum from Dave Wegner transmitting the Department
of the Interior News Release on Preparation of an environmental
impact statement on Glen Canyon Dam operations. Enclosure not attached

2. Draft Study Plans for the Conservation Measures for the
Biological Opinion on the Operations of Glen Canyon Dam.

The Department of the Interior news release referenced in
Mr. Wegner's memorandum is the same as the Bureau of Reclamation
news release that was sent to you on July 28, 1989. I believe that
the wording of Mr. Wegner's memorandum to the GCES Core Researchers
regarding the "Initiation of NEPA at Glen Canyon Dam" was inappro-
priate, especially coming from the study manager, who should be
unbiased and objective.

A June 1, 1989 draft of the conservation measures prepared by
the Fish and Wildlife Service was transmitted to you on June 26, 1989.
Comments are not being requested from the Commission on either the
Bureau's "Draft Study Plans" or the Service's conservation measures;
however, if you have concerns regarding either document, those concerns
should be expressed to Dave Wegner.

"Itlpage(s) of enclosure
fonow
