<br />Enclosed for your information and review is the second draft of
<br />the technical study plans developed for the conservation measures
<br />for the Biological Opinion on the operation of Glen Canyon Dam
<br />(2-21-87-F-23j. These study plans reflect the changes that have
<br />been made as a result of the written comments received on Draft
<br />Number 1 (June 12, 1989) and the discussion that was held in
<br />Flagstaff on July 26 and 27. The comments received from your
<br />bureau, the National Park Service, the Geological Survey, the
<br />Bureau of Reclamation, Arizona Game & Fish, the Department of the
<br />Interior and the Navajo Nation have been addressed.

<br />Your Phoenix Office is taking the lead on the next round of
<br />review which will be held on August 17 and 18, 1989 in Flagstaff,
<br />AZ. We anticipate that the Phoenix Office will be developing an
<br />agenda for that meeting. We request that the topic of
<br />implementation strategies and preparation of Requests for
<br />proposals be added to that agenda. Upon finalization of these
<br />study plans we can begin developing the necessary transfer of
<br />funds necessary for Fish & Wildlife Service fiscal year 1990
<br />participation.

<br />provide us with your comments by August 15, 1989. Our intent is
<br />to complete the review and finalize these study plans so that we
<br />can implement the program in fiscal year 1990. without complete
<br />and final study plans, we cannot program fiscal year 1990 monies
<br />and the program may be delayed.
