\
, .".

STATENENT
OF
JOHN A. LOVE
GOVERNOR, STATE OF COLORADO

BEFORE .
SUBCOHMITTEE ON PUBLIC WORKS
CO~1ITTEE ON APPROPRIATIONS
UNITED STATES HOUSE OF REPRESENTATIVES
May 19, 1971

Mr. Chairman and Gentlemen of the Committee:

I am not unmindful of the ever-increasing demands upon
our federal government for increased expenditures in all fields
of governmental activities. During the session of our Colorado
legislature just completed this week, the problem of balancing
state income with urgent spending requirements was the subject of
the most intensive debate that I have participated in during my
three terms as governor of our state. Nevertheless, governmental
efforts to expand our economy should not and cannot be allowed to
languish.

In Colorado, as elsewhere, our economy is directly
dependent upon the availability of adequate water supplies. In
our semi-arid state we face a constant struggle in procuring
adequate water for an expanding population. So keenly do I feel
the pressure for protecting and developing the meager water
resources of our state that I have appointed myself as Colorado's
commissioner for the Colorado River. It is therefore with first-
hand experience that I request this Committee's endorsement of
additional funding for Colorado reclamation projects during
F.Y. 1972 as follows:

Fruitland Mesa Project
Savery-Pot Hook Project
San Miguel Project
Narrows Project
Fryingpan Arkansas Project

$ 800,000
500,000
100,000
500,000
5,350,000

The Fruitland Mesa and Savery-Pot Hook Projects were
authorized by the Congress in 1964. They have been long delayed
because of budgetary restrictions, but both are ready for immediate
construction. The advance planning for these projects has been
deliberately stretched out now for a period of almost six years.

9S)40
'. .
