<br />". .. <br /> <br />No economy of any kind can be effected by delaying these projects <br />any further. <br /> <br />The water users in the Fruitland Mesa area for several <br />years have been performing emergency repair work on their system <br />in an attempt to keep it operating until the deteriorated parts <br />of the system could be replaced oS part of the project construc- <br />tion. It is my understanding that the sum of $30,000 has been <br />obligated for the Fruitland Mesa Project for F.Y. 1972, and that <br />nothing has been recoltlIl\ended for the Savery-Pot Hook Project. It <br />is my earnest request that nn additional $800,000 be made available <br />for the Fruitland Mesa Project and th~t $500,000 be made available <br />for the Savery-Pot Hook Project. <br /> <br />The San Miguel Project was authorized by the Congress in <br />1968. To date, no funds have been available to initiate advance <br />planning. The project is already about two years behind schedule. <br />The sum of $60,000 has been recommended to initiate advance planning <br />during F.Y. 1972. This amount is insufficient. An additional <br />$100,000 could be effectively utilized to initiate advance planning <br />activities. <br /> <br />The Narrows Project was first authorized by the Congress <br />in 1946. Unfortunate delays in the project construction occurred. <br />Pursuant to Congressional policy, the project feasibility was <br />reviewed and a new feasibility report on the project resulted in <br />re-authorization by a Congressional act of 1970. This project has <br />now already been delayed for twenty-five years. It is truely a <br />multi-purpose project. In 1965 a disastrous flood occurred in the <br />South Platte valley of Colorado which caused damages in excess of <br />$500,000,000. A significant part of these damages could have been <br />eliminated had the Narrows Darn been constructed according to its <br />original schedule. The proposed budget contains nothing for this <br />vital project. I urge your consideration to the appropriation of <br />$500,000 for pre-constructi~n activities. <br /> <br />The Fryingp?n Arkansas Project was authorized by the <br />Congress in 1962. It has been subjected to interminable delays <br />because of budgetary considerations. As a result, costs have <br />accelerated to an alarming degree. Further delay in the completion <br />of the project will only result in greater unnecessary costs. The <br />Pueblo Darn and Reservoir is a major feature of the project. The <br />project cannot function without its completion.
