LOVE <br />GOVERNOR, STATE OF COLORADO <br /> <br />BEFORE . <br />SUBCOHMITTEE ON PUBLIC WORKS <br />CO~1ITTEE ON APPROPRIATIONS <br />UNITED STATES HOUSE OF REPRESENTATIVES <br />May 19, 1971 <br /> <br />Mr. Chairman and Gentlemen of the Committee: <br /> <br />I am not unmindful of the ever-increasing demands upon <br />our federal government for increased expenditures in all fields <br />of governmental activities. During the session of our Colorado <br />legislature just completed this week, the problem of balancing <br />state income with urgent spending requirements was the subject of <br />the most intensive debate that I have participated in during my <br />three terms as governor of our state. Nevertheless, governmental <br />efforts to expand our economy should not and cannot be allowed to <br />languish. <br /> <br />In Colorado, as elsewhere, our economy is directly <br />dependent upon the availability of adequate water supplies. In <br />our semi-arid state we face a constant struggle in procuring <br />adequate water for an expanding population. So keenly do I feel <br />the pressure for protecting and developing the meager water <br />resources of our state that I have appointed myself as Colorado's <br />commissioner for the Colorado River. It is therefore with first- <br />hand experience that I request this Committee's endorsement of <br />additional funding for Colorado reclamation projects during <br />F.Y. 1972 as follows: <br /> <br />Fruitland Mesa Project <br />Savery-Pot Hook Project <br />San Miguel Project <br />Narrows Project <br />Fryingpan Arkansas Project <br /> <br />$ 800,000 <br />500,000 <br />100,000 <br />500,000 <br />5,350,000 <br /> <br />The Fruitland Mesa and Savery-Pot Hook Projects were <br />authorized by the Congress in 1964. They have been long delayed <br />because of budgetary restrictions, but both are ready for immediate <br />construction. The advance planning for these projects has been <br />deliberately stretched out now for a period of almost six years. <br /> <br />9S)40 <br />'. . <br />
