l--

,4- 7\1 '
c;- (h/~"2.4 i
AuGUST 1987 .frD/.

DWCD NEtVSLETTER

Project water comes to dry land via center pivot and side roll

PETITIO. HEARI.G & LAWSUIT

A decisive step in the process
of allocation of project
water to Dolores Project
farmers was finalized the
evening of July 7th, 1987
when approximately 60 potential
irrigators attended a hearing
held by the Board of Directors
of the Dolores Wa ter Conservancy
District. The purpose of
the hearing was to allocate
water to landowners in the
full service area who had
petitioned for water in the
late 1970's.
41 farmers, including
11 who stated they wanted
the water, but with more
subsidy, objected to their
petitions being accepted
by the Board. The most often
stated objections were the
presently depressed farm
economy and retired landowners
who are now to old to develop
irrigation.

DWCD BOARD ACTS IN BEST INTEREST
OF DISTRICT
At the conclusion of the
hearing the Board voted unani-
mously that it was in the
best interest of the District

(specifically the full service
area as a whole) to accept
all petitions. Therefore
all blocks of irrigated lands
as configured by the Bureau
of Reclamation, remain intact.
This assures all farmers
that the most efficient and
economical land will continue
to be served. It keeps the
estimated operation and main-
tenance cost from further
escalating. It assures buyers
of land that they will still
receive their promised water.
It verifies to the Administration
and Congress that the District
and the farmers remain committed
to completion of the entire
project.

HOLLEN GROUP FILES LAWSUIT
The Board of Directors were
served a summons at their
regular meeting August 13th
by a group representing 15
of the 172 landownerships
in the "full service" area
of the Project. The lawsuit
seeks to have their water
contract declared void, the
water conservancy district
act declared unconstitutional
and calls for a new District/-
Government repayment election.
