Board Meeting-- <br />Glen Canyon Dam LegiSlation (H.R. 4498 and S. 2807) <br /> <br />House Action <br /> <br />~ <br />!~ <br />p; <br />", <br />,;" <br /> <br />The House Committee on Interior and Insular Affairs <br />reported out H.R. 4498 on July 18 with an amendment in the <br />nature of a substitute bill. The bill as reported out was then <br />passed by the House of Representatives by an unrecorded, <br />unanimous voice vote on July 30 on the consent calendar (i.e., <br />no floor amendments or floor debates were permitted). The <br />provisions from the bill and committee report which are of most <br />interest to the basin states are set forth in the enclosure <br />entitled "H.R. 4498." <br /> <br />~; <br />,~ <br />~; <br />Ii, <br />i~i <br />t~ <br />;;; <br /> <br />i <br /> <br />The key feature of the House bill is section 3, which <br />directs the Secretary to operate Glen Canyon Dam. not just the <br />Glen Canyon Dam oowerolant. "to protect. mitigate adverse <br />impacts to. and improve the condition of the enviromental, <br />cultural. and recreational resources of" the Grand and Glen <br />Canyons. In turn. sections 4{a) and S{c) refer, respectively, <br />to interim and long-term "operating procedures". rather than <br />power operating procedures or criteria. <br /> <br />I <br />I' <br />~' <br />tt..: <br />;;~ <br /> <br />While the seven basin states argued that the bill should <br />address only powerplant operations. we were unsuccessful in <br />Obtaining amendments to that effect. on the other hand. the <br />bill was amended to make clear that the newly required <br />"operating procedures" would be "SUbject to. and consistent <br />with. the water storage and delivery functions of Glen canyon <br />Dam." and "shall not interfere with the primary water storage <br />and delivery functions of Glen Canyon Dam." Furthermore, this <br />bill language was reinforced by the explanation of reservoir <br />operations which was included in the Committee report at the <br />states' request (see the enclosure). While not a perfect <br />result from the states' perspective. we jUdged that it was <br />futile, and indeed even risky, to attempt floor amendments. <br /> <br />",'. <br /> <br />3l56E* <br />
