Question: Among the purposes for which the N~rrows Heservoir <br />is to be constructed is one concerning flood control. We would like to <br />be advised whet studies have been me.de concerning the necessity of <br />flood control on the South Platte liiver at the particular point designated <br />and w;,etiler or not it is the firm opinion of the Bureau of Reclamation <br />that such flood control is necessary. In considering this matter is the <br />Bureau taking into consideration the possibility of the Blue-South Platte <br />Transmountain Diversion and any othor additional water resources that <br />might be developed on the Eastern Slope and in the basin of the South <br />Platte River? If such studies do include these proposed constructions, <br />what QIDOunt of water is GO included and when does it a?pear necessary <br />to have the dam constructed? <br /> <br />An~{er: The Corps of Engineers made a study of flood possi- <br />bilities on-Ble South Platte Rivor ~nd in one of th8ir review re~orts <br />chose the Narrows site as being the most logical site to use in con- <br />trolling floods for protection of lower roaches of tl;e datte River. <br />Studies made by the Corps of Engineers and reported in House Document <br />669 of the 80th Congress indicated that flood control was desirable, <br />and the Bureau of Reclamation concurs in their findin~5. Flood studies <br />are not affected by possible increased transmountain diversions, but <br />in making water studies for irrigation of the Narrows Unit, possible <br />construction of the Blue-South Platte Project was considered. Antici- <br />pated return flows from that project were considered as a water resource. <br />Studies indicate that the average increased flow at Kersey du~ to return <br />flows from the potential Blue-South Platte Project will be a~proximately <br />99,000 acre-feet per year. Narrows Reservoir would b~ used prior to <br />construction of tlle Blue-South Platte Project 'to capture and regulate <br />wa.ter which cn.nnot be stored in the present irrigation systems, eitlwr <br />through lack of capacity or innbility to operate canals to off-stroam <br />reservoirs under icing condi~ions und to cnpture und conserve new <br />Colorado-Big T~ompson Project return flows which because of the time of <br />occurrence cannot be ndcquataly conserved in existing reservoirs or <br />used for direct diversions by existing canals. <br /> <br />1 <br />
