Question: In determing the necessity of flood control, is
the Bureau basing its studies on House Document No. 669 of the 80th
Congress, 2nd Session?

Answer: Narrows Dam was authorized by Public ~aw 534, 78th
ConGress, 2nd Session (58 Stat. 887). Money was first appropriated in
the Second Supplemental Appropriation Act of 1948 (Public Law 299, 80th
Congress, 1st Session). House Document 669, 80t;, Congress, 2nd Session,
is a report on flood control proposals on the South Platte River and
tributaries and was written after the Narrows Dam was authorized. 2100d
control benefits of the Dam, based on 1943 prices, are given in that
document.

3. Question: ;hs the Bureau considered the possibility of increas-
ing t"e storage capacity of present reservoirs on the South ,'latte River
and also ti18 possibil:. t~, of ot~:er off-s.cream reservoirs to take care of
expected surplus water, rather than building a chamlel reservoir?

Answer: A rec0nnaissance has beer. made of existing reservoirs
and possible off-cha::.1ne: sites. No sites have been located which offer
sufficient capacity to accomplish t~1G same p-..lrposes for W:~iC~l Narrows
is to be constructed.

4.
ments on
proposed

Question:
a portion
reser'~~oir?

Does the Bureau propose to
of the lar.d included in the

purchase only flood ease-
high water line of the

Answer: All lur.d below conservation poal level would be pur-
chased in f~e simple. It is anticipated that flood easements would be
taken in the upper reo.ches of the flood control pool. Such easements
would probably restrict the location of human ho.bitations within the
flood control pool but would allow continued use of tho land for farm-
ing. vdthin the surcharge pool, easements wl)uld be tuken, but restric-
tions miGht not be necessCl.ry on the use of the ItJ..nd.

5. Such possibilities
h~ve been considered in studies of the Blue-So~th elQtte Project and are
being f'-,rther studiod bJ' ;oersonnel of the eni 1o02d St"tes Geologico.l Sur-
V0Y. Prelimino.ry studies indicate that probabl:r 14,000 acr-,s of new
land not novl irrigated could be irrigated by p,_,"'pin" (l.t"~o.' l1bo o1'f,icts 01'
the Bl'le-South ?latte Prcject are fully felt.
