Jencsok <br /> <br />DATE: <br /> <br />February 28, 1994 <br /> <br />SUBJECf: <br /> <br />Agenda Item 5d, March 8-9, 1994, Board Meeting-- <br />Aqua-Chern Presentation and Resolution of Support by Board (Board <br />Resolution) <br /> <br />Introduction <br /> <br />Board members may recall that several years ago two energy companies proposed to <br />build a cogeneration power plant in the Glenwood Springs area that would have allowed for <br />the use of waste heat from the natural gas powered electrical generating plant to desalinate <br />highly saline water from the Glenwood Springs area. <br /> <br />The two companies entered into a contract with the Bureau of Reclamation whereby <br />the companies would have received payments from the Bureau for the salt removed from the <br />river under the Colorado River Basin Salinity Control Program. <br /> <br />The original proponents of the project elected not to develop the co-generation <br />project and Aqua-Chern, the largest desalination company in the United States acquired an <br />option to the desalination contract with the Bureau of Reclamation. <br /> <br />Status of Proiect <br /> <br />Aqua-Chern has expended considerable time and money in moving the project ahead. <br />The project now has the support of the Colorado River Basin Salinity Control Forum, the <br />Colorado Water Quality Control Commission, the Colorado River Water Conservation <br />District and others on the West Slope. <br /> <br />At present, a major effort of Aqua-Chern is focused on the reduction of cost of the <br />salt removal. In that respect the staff has discussed with Aqua-Chern. a construction fund <br />
