Board Meeting-- <br />Central Utah Project Legislation <br /> <br />Introduction <br /> <br />On August 1st. the House Interior and Insular Affairs <br />Committee marked-up and reported out H.R. 3960. The mark-up <br />vehicle was an amendment in the nature of a substitute bill. <br />which substitute bill was over 100 pages long. Notwithstand- <br />ing this fact. the substitute bill was not even made available <br />by the Utah Congressional delegation until the evening before <br />the committee mark-up. <br /> <br />In effect. the bill has three parts: <br /> <br />(1) Four titles pertaining to the Central Utah Project <br />(CUP) . <br /> <br />(2) 17 titles of relatively straight forward housekeeping <br />measures pertaining to the Bureau of Reclamation. these being <br />identical to a previously passed House bill. and <br /> <br />(3) Two titles pertaining to amendments to the Reclamation <br />Reform Act of 1962 and to so-called "double subsidies" (i.e.. <br />using subsidized water from a Reclamation project to grow <br />surplus commodity crops. which practice this bill would <br />henceforth prohibit). <br /> <br />The latter two titles have been the subject of much debate and <br />manuevering in this session of Congress. with Congressman <br />George Miller vowing that he will hang these two titles on any <br />legislation which anyone tries to move pertaining to a <br />Reclamation project. The desperation which the Utah people <br />feel in getting the CUP legislation enacted this year. and <br />their need to get Mr. Miller's agreement in his capacity as the <br />chairman of the subcommittee of jurisdiction. has made the CUP <br /> <br />3188E* <br /> <br />/ <br />
